Delivering equality of opportunity and valuing the diversity of all the people of Lancashire is a priority for Lancashire County Council and one of my main aims.

The County Council considers Lancashire's diversity as a source of strength and cause for celebration. We want to put our values into practice by being an exemplary employer and to take a lead in combating discrimination and promoting equality of opportunity throughout Lancashire. To do that we will embrace equality and diversity as a central part of all that we do.

We are committed to succeeding. We know that the dedication and determination of our staff will help us to deliver this agenda, and we intend to provide the leadership and support they need to ensure success.

As Director of Lancashire County Council's Social Services Directorate and a member of the County Management Board I am particularly committed to making sure we deliver equality of opportunity. At the heart of our work is respect for the individual, and acknowledging, valuing and responding appropriately to differences.

This race equality scheme will build on the many initiatives taking place within the County Council. The scheme is a working document and will be reviewed and revised regularly. We will report every year on the progress we have made, and we will review the whole scheme in 2005.

At the County Council we believe race equality is one vitally important strand of our overall work on equalities. We are currently consulting on and developing an equality and diversity framework that will take in other strands including age, disability, faith, gender and sexual orientation. The starting point has been the need to develop a vision and objectives on equalities issues and we are currently consulting on what these should be. We will then build performance measures around the objectives so that we can measure and report on the progress we make.
