National Transport Awards 2008 shortlist
Hyndburn Greenway has been shortlisted for a national award. The project which saw the creation of a cycleway across Scaitcliffe Lodge and "On the Move" cycle rides has been shortlisted in the best cycling scheme category in the National Transport Awards.
The cycle route is largely off-road and runs through the borough linking Rishton, Great Harwood, Accrington and Baxenden using the canal towpath, cycle paths and an old railway. The scheme has also been praised for setting up a series of special rides for people with doctor's referrals.
The Greenway was constructed in partnership between Lancashire County Council, Hyndburn Borough Council and Sustrans, the sustainable transport charity. The route is said to stand out from the competition because of the way it crosses the causeway across the "lake" - the former lodge on the edge of Accrington town centre.
County Coun Matthew Tomlinson, Cabinet Member for Environment and Transportation, said: "This is a fantastic project and the route looks really striking."
IHT North West Transportation Project of the Year May 2008
Eaves Green Link Road scheme has been named North West Transportation Project of the Year 2008 by the Institution of Highways and Transportation (IHT).
The scheme was constructed between December 2006 and November 2007. Its value was £4 million and included a new 1.4km road and a three-span bridge over the River Yarrow. It was opened 15 weeks early with over 100,000 accident-free man hours worked.
The project provides significant community benefits, and the local community was involved and kept informed of progress throughout. Some elements of the project were redesigned to reduce construction time and there was significant use of recycled materials. Local environmental enhancements included creation of habitats for great crested newts and installation of bat boxes.
Work to assist and communicate with local residents, businesses and the large school next to the site were also addressed proactively and jointly, including regular ‘surgeries’. The works scored 99% in the Considerate Constructors Scheme audit and also received a Silver Award in the ICE 2008 Community Award.

Lancaster and Morecambe
College won the Colleges
and Smaller Institutions category for its whole-college approach to
sustainability including their Travel Plan.
The judges were impressed with the inclusive, values-led approach at Lancaster and Morecambe
College. The long-term
thinking of this winning entry was also commended.
The Green Gown Awards are now in their fourth year and have become the benchmark of sustainability excellence in the Further and Higher Education sector.
Beacon
Council for Improving Accessibility 2008
Awarded in March 2008
Lancashire
is working hard with its partners to improve accessibility to essential
services – learning, health, jobs and shopping for affordable, healthy food.
Our efforts were recognised by the award of Beacon Council for Improving
Accessibility.
The judges said, “Accessibility issues are embedded in the work
of the whole council and are reflected in its work with partners, particularly
the health sector. Lancashire has
effective analysis and understanding of who those in greatest need are and
where they are located. There is good linkage between the corporate
accessibility direction of social inclusion and the transport orientated LTP
work. Accessibility is tackled as an issue which includes transport but is not
limited to it.”
Civitas
Awards
Lancashire County Council, Preston City Council and South Ribble Borough Council are working together to deliver a project to promote sustainable transport through the Civitas programme. The project has already won two awards and provides a good role model for other cities.
EC CIVITAS New Mobility Culture Leadership Award 2004
At the CIVITAS Forum in 2004 in Rotterdam, Lancashire County Council was
runner up in the CIVITAS award for “New Mobility Culture Leadership”
This recognised the
innovative work which we have done in Preston in developing UTMC systems to actively manage the highway
network, not just by controlling traffic but by sharing travel information,
distributing it to a wider audience so that the travelling public can see in
real time the current network situation, and influencing time of journey, modal
choice and route.
It also recognised
partnership working with bus operators to develop Real Time Passenger
Information systems, with quality bus corridors linked to UTMC giving bus
priority when needed at traffic signal junctions. Through the introduction of
bus management systems, bus operators have interactive links with the UTC
control centre and this information is used jointly to make journeys easier,
more reliable and safer.
EC CIVITAS Cities in Motion Award 2006
The European Commission presented the CIVITAS Award “Cities in Motion” for a Demonstration City to the Lancashire CIVITAS partnership of councils and private firms based around Preston at the 2006 CIVITAS Forum in Burgos. The award was given in recognition of our success in translating stated policies into concrete achievements and providing evidence of contributing to the development of European Transport Policy. Political commitment and citizen involvement were key requirements. The award recognises ambitious policy making, clear political support and leadership, technical competence and timely implementation of sustainable transport measures.
