Completion of the Heysham to M6 Link

1986
Lancaster/Morecambe Bypass (now known as the Heysham to M6 Link) included as an improvement in the Lancashire Structure Plan.
July 1994
Phase 1 of the Heysham to M6 Link completed.
Oct. 1997
A Public Consultation exercise held to seek views on the completion of the Heysham to M6 Link. A resounding 94% of people supported the completion of the Heysham to M6 Link.
Aug. 2001
A further Public Consultation exercise took place including a MORI survey of the views of 1000 people. This showed that 79% supported the proposal with only 8% opposing the completion of the Heysham to M6 Link. There were similar levels of support for both routes.
2003/04
Environmental Impact Studies carried out on both routes by ADAS Consulting. This indicated that the Western Route would have significant impacts on European Protected Species (Bats and Great Crested News) and the risk of impacts on European protected Special Area of Conservation and Special Protected Area, Lune Estuary Ramsar Site and Site of Special Scientific Interest. It concluded that it would be unlikely that the Western route could be built.
Sept. 2004
Lancashire County Council chose the northern route as the preferred option. Estimated cost £85m.
Jan. 2005
The northern route protected from development. Ongoing modelling of traffic flows reveal that the south bound on sliproad at Junction 35 is overloaded by the transferred traffic from the coast road. Highways Agency request Lancashire County Council to investigate improvements to the sliproad.
Feb-April 2005
Topographical survey undertaken which required sliproad closures and traffic management on the M6 at J34 and J35. Access to the railway line agreed with Network Rail. Total cost in the region of £110k
April 2005
Web site to be available to provide information on the scheme.
Early May 2005
Series of public exhibitions to be held in Torrisholme, Skerton, Slyne, Halton and Carnforth to inform the public about the proposals.
July 2005
Major Scheme Appraisal to be submitted to the Department of Transport as part of the Local Transport Plan to secure funding for the scheme.
Summer 2005
Site Investigation survey carried out to ascertain the nature of the ground condition – cost is in the region of £250k.
Oct 2005
Public Exhibition held in Torrisholme to show revised proposals.
Dec 2005
Planning Application submitted.
June 2006
Response to Objections and Comments issued

Presentation by objectors to the Development Control Committee

Development Control Committee unanimously vote to award Planning Permission, but consent withheld until application considered by the Secretary of State for Communities and Local Government
