County Councillor Tony Martin
Cabinet Member for
Sustainable Development
Five years ago, our Local Transport Plan set out an ambitious programme to improve transport in Lancashire to enable people to make their essential journeys easily and safely. Together with the Lancashire Partnership for Road Safety, we have significantly reduced the number of casualties on our roads.
We have tackled the problem of congestion in urban areas, applying new technology to reduce delay on trips by car. Park & Ride operations have reduced both the number of car journeys into town centres and the need for parking spaces. At the same time, we have introduced ParkWise across Lancashire to manage the problems of parking.
Our Quality Bus partnerships and attractive new bus stations have dramatically raised the standard of bus journeys. Parents with buggies and people with limited mobility can travel more easily and more passengers have chosen to use the bus. Some people are unable to use conventional services, so we have supported Community Transport to make travel possible for them too. Many trips are less that two miles long and we have worked hard to promote walking and cycling as safe and practical alternatives to the car on journeys to work and school.
In rural areas, remoteness can make access to services difficult. We have put on innovative rural buses to Community Resource Centres to ensure that services are readily available locally. We have provided Dial-a-Ride buses to hospitals and healthcare and have improved links to railway stations for longer journeys. Our Quiet Roads and Greenways and multi-user bridleways have encouraged people to enjoy the countryside on foot, cycle and horseback, bringing valuable custom to rural businesses.
The high standard of our work has been recognised by a series of awards, and we were proud to be chosen as the Local Transport Authority of the Year in 2004. The Department for Transport assessed our progress in 2005 as excellent, with the reward of additional funding. Whilst we have made substantial progress, we realise that there is still a lot to do. We are confident that our achievements of the last five years will provide a good foundation to meet the challenges of the future.
