Local Transport Plan

1.5 Changes to Key Aims and Objectives since the Publication of the Local Transport Plan

Since the Local Transport Plan was submitted to the Department for Transport in 2000, several aspects of the transport environment have changed. Nevertheless, the aims and objectives of the delivery have remained true to the original Vision of the plan and investment has been allocated across the different areas broadly as indicated in the plan.

The Lancashire Partnership has produced the Community Plan 'Ambition Lancashire' and the Local Transport Plan has contributed to this. The Objectives of the Local Transport Plan also contributed to the County Council's Corporate Objective to make Lancashire a good place to live and work, and in particular a place where people can travel easily and safely.

New legislation has been introduced, including the Countryside and Rights of Way Act 2000 and the Traffic Management Act 2004. We have responded to meet our new responsibilities and make use of our new powers.

New funding regimes have also been developed. We successfully bid for Urban and Rural Bus Challenge Funding and transferred resources to the successful schemes. Lancashire made a Local Public Service Agreement based on 'Improving Life Chances for Young and Older People'. We followed this with a Local Area Agreement setting twelve Reward Targets, including one for the number of deaths and injuries from motorcycle accidents.

We added Decriminalised Parking Enforcement to our programme as police resources to manage parking were becoming increasingly limited. With support from the Department for Transport, and in partnership with Cumbria County Council, we added the NoWcard smartcard project for concessionary travel. We have given growing attention to accessibility in its widest sense, leading to the production of our Accessibility Strategy.   

As new ways of working have been developed and evidence of more effective methods has been recognised, we have used new types of scheme to reach our objectives.
