Good accessibility and transport are essential features of a successful community, but they are not an end in themselves. They must be clearly focussed on the needs of society. We have developed close links with communities to match the projects we carry out with their particular requirements. We have formed partnerships with the organisations who deliver services to make sure that the need for accessibility is met in their own programmes.
The Social Exclusion Team identified four essential services dependent upon good transport;
We have entered into partnerships to improve access to all four, as well as access to leisure and sporting activities, to counter social exclusion and to build safer and stronger communities. We have made transport more accessible and travel information easier to obtain to overcome obstacles to travel and to broaden travel horizons.
By constructing a network of safe and convenient footways and cycleways, we have provided opportunities for people to include exercise in their journeys to work and school and in their leisure time too. This will make a significant contribution to raising levels of fitness and health.
A prosperous economy is vital to the strength of communities and we have implemented schemes to maintain urban vitality, regenerate areas of need and support rural businesses. We were awarded Beacon Status in 2004 for our work to support the rural economy.
Emerging research from the Department for Communities and Local Government finds that poor environmental quality is closely linked to deprivation. We have therefore also worked to reduce environmental exclusion. We have reduced traffic intrusion, and the number of road casualties, especially in areas of social disadvantage. We have made improvements to the public realm and taken steps to reduce exhaust emissions, raising the standard of air quality.
The two specific topics that we have chosen to report on are Economic Regeneration in Chorley and Rural Accessibility and Social Inclusion.
