9.6 Targets

9.6.1 Mandatory Indicator LTP8: Air Quality

LTP8 is a mandatory indicator for authorities whose AQMAs are transport related but not solely due to Trunk Roads or Motorways. According to DfT guidance, only Lancaster, where an AQMA was declared in March 2004, requires a mandatory indicator. South Ribble declared additional AQMAs in August 2005 and Preston in September 2005.

Targets and indicators must be set at a level that will satisfy NAQS objectives by the end of the LTP period. The base year has been set at 2004/5 with a target year of 2010/11. Supporting information relating to this target and the monitoring process is detailed in the technical section which follows.

The indicator for Lancaster is given below, although neither the stage IV further assessment nor the Action Plan has been completed. The completion of the Action Plan will result in further reductions to nitrogen dioxide concentrations.
