Site Description

Bradshaw Street is a highly visible gateway site in Church adjacent to the A679 (Henry Street), a main road connecting Church and Oswaldwistle to Accrington and the M65 motorway. The site is located in a largely residential area adjacent to Hyndburn Sports Centre and can be seen from both Henry Street and Wesley Street to the south of the site. The site was predominantly covered by rough grassland with a belt of trees along its eastern boundary.

Status Before Work Began

The site was mainly rough grassland with some trees along the eastern boundary. There were several informal paths crossing the site in a north west – south east direction linking Henry Street and Wesley Street. The site appeared unsightly and neglected with evidence of litter over much of it. However, a new Multi Use Games Area (MUGA) for the adjacent Sacred Heart School had been built in the western corner of the site. The northern end of Bradshaw Street itself had previously been the subject of unauthorised occupation by travellers, so bollards were erected to prevent this from reoccurring. Immediately adjacent to the site are commercial properties to the north, Sacred Heart RC School to the south west, Hyndburn Sports Centre to the north east and residential properties to the west and south.

Previous Use

The site has previously been occupied by two residential streets of Bradshaw Street and Croft Street, a school, industrial buildings along the northern boundary of the site and allotments. A street lamp from Bradshaw Street is still visible and remains of the old school including stone walls and concrete floors are also evident within the site. The site that is now occupied by Sacred Heart School (adjacent to the western boundary of the site) was formerly the site of Providence Mill and associated mill lodge.

New Use

The original objective of the REMADE scheme at Bradshaw Street was to provide a quality area of recreational open space that could be used by both the local residents of Church and pupils of Sacred Heart School. This led to the production of the 3 outline design options by Ferguson McIlveen (see Design section) and then to the final outline design chosen that was subhmitted for planning permission (see the Work-in-Progress section).

It was also the objective of the scheme to tackle contamination from former uses of the site, enhance existing pedestrian links and undertake landscaping and tree planting to improve the appearance of the site.

The site is jointly owned by Hyndburn Borough Council and Lancashire County Council (LCC). The LCC owned land is held for recreational use connected to Sacred Heart School. The MUGA now occupies part of this land and similar to the proposed new open space, this is also a dual use facility.

Consultation

Work in Progress - August 2007

A public consultation event was held at Hyndburn Sports Centre on Tuesday 24th May 2005 presenting the 3 outline design options produced for the site and inviting people to give their comments. Further consultation has since taken place with pupils at the adjacent Sacred Heart Primary School and a local community group regarding their views on the options produced.

A total of 78 comments have been received in response to the consultation and they generally gave a very positive feedback to an improvement scheme being undertaken at Bradshaw Street. Of the 3 options produced for the site the proposed sports pitch ( Option 1 ) was the most popular with the parkland option the 2nd most popular choice. The proposed amphitheatre was the least popular although many younger people who gave comments preferred this option.

Other comments on the site included the need for seating areas, provision of dog bins and the provision of a play area within the site.

Work-in-Progress

The findings from the public consultation were presented to stakeholders in July and a formal decision was made to pursue the playing pitch option ( Option 1 ) for the site.

A planning application for the scheme was submitted to Lancashire County Council on the 29th November 2005, the plans can be viewed below:

Planning permission for the scheme was granted on the 31st January 2006 with several conditions that still need to be satisfied. These include further details to be submitted on highway, landscape and detailed design issues.

The detailed design for the scheme was completed in October 2006 and additional funding towards the project was secured from Lancashire County Council (Directorate for Children and Young People). See Site Layout Plan .

Construction

The works contract for the scheme was let to Pierse Contracting Limited based in Cheshire. Initial work on site including some clearance and establishment of the site compound started on Tuesday 12th December while the main works to create the playing field and public park commenced in January 2007. The main construction works were completed in October 2007 and the majority of the site is now open to the public. The playing field will not be in use until Spring 2008.

Opening Event

The opening event for the Bradshaw Street project took place on Wednesday 21st November 2007. After a short presentation about the project speeches were given by Lynn Wilson (Ward Councillor, Hyndburn Borough Council and Cabinet Member for Lesiure Arts and Parks), Dennis Taylor (Chief Executive, Lancashire Economic Partnership) and Peter Hogan (Chairman of Governors, Sacred Heart RC Primary School). A short tour of the site then took place before it was officially opened by County Councillor Matthhew Tomlinson, Lancashire County Council's Cabinet Member for Planning and Environment.
