Transport Policy
Transport Policy is responsible for policy and schemes for public transport, highways and transport planning. These include the Local Transport Plan, rail initiatives, bus initiatives, and special transportation projects.
An effective and safe transport system is vital for Lancashire residents and businesses. The increasing need and opportunity to travel has many implications and costs as well as bringing substantial benefits. Our Local Transport Plan

is the main document which sets out our transport plans and which enables us to draw down funding from the Government.
Our Priorities
To make travelling in Lancashire as safe as possible.
We will:
-
continue to be active members of the Lancashire Road Safety Partnership and work with partners, including the police, to promote safe travel in the county;
-
work with public transport operators, the police and community safety partnerships to promote safety and security on public transport;
-
carry out safety audits and vulnerable user audits for all new transport schemes;
-
provide an accident investigation and prevention service and implement local safety schemes in areas with poor accident records;
-
invest in traffic calming and other measures such as speed and traffic signal cameras where excessive speed poses a particular threat to pedestrians or other road users;
-
implement a prioritised winter maintenance schedule;
-
work to ensure that the travel needs of people with mobility handicaps are always taken into account;
-
provide school crossing patrols to enable children to get to school safely and provide information on safe routes to schools;
-
develop school travel plans to promote safer travel to schools and encourage good behaviour on public transport services;
-
use education, publicity, training and enforcement measures to improve the skills of road users and reduce hazards on the road;
-
maintain and improve the condition of our roads, bridges and street lights, including implementing a new highway condition inspection regime, to ensure speedy rectification of faults.
To develop and maintain an effective highway network which keeps transport
flowing as smoothly as possible.
We will:
-
use our Local Transport Plan and other funding opportunities to maximise external funding available to develop and improve Lancashire's highway and public transport network;
-
develop major highway schemes according to priority and available resources;
-
use our development control powers to seek to ensure that new development does not impact adversely on traffic flows and that the potential of public transport, cycling and walking is maximised;
-
implement traffic management and public transport priority schemes in areas of particular congestion and other appropriate locations as resources allow;
-
use the opportunities provided by new technology through intelligent transport systems to make the most efficient use of highway space for both private and public transport;
-
maintain and improve the condition of our roads, bridges and street lights, including implementing a new road condition inspection regime, to ensure speedy rectification of faults;
-
provide information for the public about current and predicted road travel conditions and exchange this information with other agencies;
-
implement a prioritised winter maintenance schedule.
To promote public transport and other alternative transport modes.
We will:
-
develop a range of public transport measures in partnership with service providers and other stakeholders to provide greater choice for travellers and to encourage people to use other forms of transport rather than cars;
-
work with public transport providers to develop integrated ticketing, fares and marketing initiatives to encourage greater use of public transport;
-
provide an integrated public transport information service through a call centre, County Information Centres, 24 hour information points and the Internet;
-
provide support for non-commercial bus services and community transport schemes;
-
work in partnership with the district councils and others to ensure a high standard of provision and maintenance of the public transport infrastructure, including bus shelters and improved facilities at bus and rail stations;
-
promote travel awareness programmes and travel plans for schools and businesses, and for our own employees;
-
manage the joint concessionary travel scheme.
